Inspired by bug 108472, we could have this isolation layer to make sure our public APIs are built on top of WK2 C API only.

We can either move files incrementally or all at once when bug 107657 is done. Which one do you think is better?
If we go for all at once, bug 107657 indeed blocks this one.
